Procuring entities often rely on manual, paper-driven steps, multiple approvals and departmental siloes. Even where eProcurement or digital systems exist, many legacy workflows persist, causing duplication, delays, inconsistent standards and high administrative overhead.Â

Absence of easily accessible, reliable information about tender publication, evaluation criteria, contract awards and supplier performance opens space for favouritism, perceived unfairness and corruption. The visibility of outcomes is often weak or reactive, rather than proactive. Civil society, suppliers and media frequently struggle to track what should be public records.Â
Poor Data, Measurement & Analytics
Even where digital procurement platforms are in place, there is often weak data collection, poor data quality, missing master data, incomplete supplier performance histories and lack of analytics tools to monitor cycle times, cost overruns or fraud. Within our systems, information exists but is underutilized; dashboards are generic, delayed or disconnected from financial planning.
Regulatory & Legislative Lag
Laws, rules or policies often have not kept pace with technology, it’s unclear whether e-signatures are valid under all conditions, whether records in digital form are admissible in audits/legal proceedings, whether procurement thresholds, exceptions (sole, single, limited) are codified properly and whether data sovereignty/storage, privacy, and cloud policies are robustly enforced. Experience shows legal ambiguity slows adoption and increases risk.
Capacity, Skill & Change Resistance
Procurement officers, evaluation committees, internal audit, ICT departments and vendor communities in many cases lack sufficient training, professionalization or comfort with new workflows, analytics, AI-driven evaluation or digital tools. This module creates a unified and dynamic catalogue of
goods and services. It will feature a critical API integration to automatically sync vendor data
from the OPR’s supplier database, ensuring consistency and compliance. An AI-powered
suggestion engine will recommend substitutions for items based on availability or budget,
reducing procurement inefficiencies.
Supplier Management & Evaluation
he platform will provide a 360-degree view of supplier
performance. It includes digital vendor onboarding, automated validation of compliance
documents, and a system for tracking performance against metrics like delivery timeliness
and contract compliance. It will also feature alerts to flag vendors with repeated delays or
quality issues.
E-Contract Management
This module governs contracts digitally from drafting to closure. It
provides template-based drafting, automated alerts for key deadlines and escalation
workflows for missed obligations. The system is blockchain-ready, which ensures that signed
contracts cannot be altered or tampered with, providing immutable storage and verification.
Payment Automation & Cycle Management
This module ensures transparent, milestone-
based disbursements. It will feature seamless integration with the Ministry of Finance's
payment gateways. The system will validate each payment request against budget allocations
and procurement rules before release and provide an end-to-end payment trail for auditors to
verify fund flow.
Compliance Audit & Transparency
This module is the platform's core safeguard. An
embedded rules engine will validate every procurement action against the Public
Procurement and Disposal of Public Property Act. Immutable audit logs will track every user
action and real-time compliance dashboards will provide oversight to regulatory bodies, with
alerts for anomalies or breaches.
National Procurement Portal (Web)
This public-facing portal will enhance trust by providing
real-time visibility into government procurement. Public users can view ongoing tenders,
awarded contracts and procurement statistics. The portal will also include a feedback
module, allowing civil society or watchdog groups to submit concerns, which will be analyzed
to identify trends in public opinion.
Infrastructure Security & AI Layer
The solution will be hosted on a government-owned
private cloud, ensuring sovereignty. It will employ a Zero-Trust security model with real-time
threat monitoring and encryption of all data at rest and in transit. AI models will proactively
flag fraudulent bids and forecast procurement timelines, serving as a layer of advanced

Scope & Strategy
This foundational phase conducts a comprehensive national discovery and alignment exercise. EXECUCOMM engages Cabinet, Ministries, regulators, and civil society to capture political objectives, fiscal boundaries, legal constraints, stakeholder dynamics, and long-term impact objectives. Beyond setting ambition, this phase ensures reforms are bankable, feasible, and measurable, balancing political vision with technical realism.

his phase builds the governance and delivery ecosystem. EXECUCOMM establishes a Program Management Office (PMO), Data Governance Council, Legal Working Group, and Supplier & Civil Society Advisory Panel. Clear oversight ensures reforms have legitimacy, enforceability, and resilience.
Validate & Pilot
Pilots are the project’s de-risking laboratory. EXECUCOMM runs high-fidelity pilots in 1–3 ministries that replicate real procurement lifecycle instances, stress test system integrations (e.g., treasury, payroll, tax, social safeguards), validate ministerial multi-tier evaluation workflows (technical → ministerial approval), and exercise grievance & protest flows. The pilots purposefully include challenging scenarios (sole source justifications, emergency procurements, complex multi-lot service contracts) to prove governance rules and exception handling — not just feature parity. Pilots are public and auditable to build trust.
Engineer & Build
The heart of delivery: full engineering of the production platform using a Hybrid (Waterfall + Agile) approach and a Service Oriented Microservices Architecture (SOMA) deployed to sovereign infrastructure. The engineering program focuses on modularity, automated testing, CI/CD, DevSecOps and rigorous security accreditation so we deliver a production-grade, auditable, and maintainable platform. The engineering phase also includes policy-centric engineering: the rules engine reflects the Public Procurement and Disposal of Public Property Act and ministerial exception flows are encoded, tested and auditable.
Run & Stabilize
Moving to production is a controlled transition. We operationalise the National Centre of Excellence (CoE), deploy SRE practices and enforce SLAs. Hypercare ensures immediate support; operational knowledge is transferred, runbooks and runbooks are validated. Supplier onboarding is scaled, and a national communications campaign accompanies launch to ensure high supplier and public uptake.
